Cebu City to tear down scholars’ dorm

CEBU, Philippines – The Cebu City’s executive department will come up with guidelines regarding the demolition of the Cebu City’s Hillyland Dormitory which is occupied by the city’s scholars from mountain barangays after it was declared unsafe for occupancy.

Mayor Tomas Osmeña’s Executive Assistant Francisco Fernandez said the guidelines should be done before conducting the bidding process for the demolition job.

“Atong i-work out ang bidding kon kinsa’y moguba, how do we compensate sa moguba, and what do we do sa mga materials nga ma-recover,” Fernandez said.

He said the city’s Department of Engineering and Public Works (DEPW) will help make the guidelines.

To recall, Osmeña said the four-story condominium project along Natalio Bacalso Avenue should be demolished as recommended by the city’s DEPW and Mines and Geosciences Bureau-7.

Kevin Crister Paz, administrator of the dormitory, said the dormitory has already been vacated by its 417 residents, all scholars from different mountain barangays in Cebu City.

After a ground-penetrating radar investigation of the dormitory, MGB has discovered a depression beside the dormitory and the oblate-shaped tension cracks inside the building, he added.

Further, MGB recently told the city government that there are at least 770 sinkholes in the urban barangays of the city.

Paz said he was informed that one sinkhole has been found where the condominium is located.

With this, he said MGB and DEPW both agreed that the condominium is unsafe for occupancy.

While the city pursues the demolition, Fernandez said the executive department will ask the City Council to pass a measure that will grant the P1,000 rental subsidy per month to the scholars until they will graduate, or until the city can come up with an alternative solution.

Fernandez will submit the proposal to City Councilor Margarita Osmeña, who is the vice chairman for the council’s committee on budget and finance.

Under the proposal of the executive department, requirements to avail the P1,000 per month subsidy include: beneficiary must be former occupant of the dormitory, they should have barangay clearance and endorsement from the city mayor’s office, and a verified current study load. —/JBB (FREEMAN)
